Economic times are tough right now and everyone is feeling the pinch. Apparently, law enforcement agencies and municipalities are suffering as well and need to write as many tickets as possible to refill the local municipal coffers. How else can you explain the story below where a State Trooper wrote a woman a traffic ticket while attempting to get to a hospital because she was in labor?
